As an example, a near drowning experience can stay with a person and cause him to have an irrational fear of water - even when the water is only six inches deep.
They believe that practically any persistent anxiety, any lack of confidence, ill feelings about other people can all be traced to the effect of past painful experiences.
They further believe that these things can be alleviated simply by recalling the painful incidents and telling someone about them. This is called auditing (from the Latin word meaning "to listen").
The levels you are referring to are simply an address to specific types of incidents. Level 0 for example, addresses communication difficulties. Incidents where a person's communication are cut short, invalidated, overwhelmed etc are addressed until a person feels quite free and natural about their communication.
Level 1 deals with problems. Problems can be quite a problem (pun intended). When you have a problem, earlier problems go into restimulation and the feelings from the earlier problems come back and you think it's all from the present problem. The present problem looks overwhelming and insoluble. Yet when the earlier incidents are cleared away the problem actually looks quite trivial. It's an almost magical feeling when you tell the auditor about this big ugly problem you are having with your girlfriend and he says "Is there an earlier similar problem?" and suddenly you remember that there was and that was where these oppressive feelings were coming from. Always amazing to me when I experience it.
So the different information you gain on the levels usually cannot be revealed because we don't know what it is until you tell us! We ask for problems and you come up with the data.

When you get to a certain level, they tell you about Xenu, the alien overlord that murdered millions of aliens by dropping them in volcanoes and nuking them.
