How much right do public schools have with personal information?

If a high school guidance counselor finds out information about a student, what are they legally allowed to do with it? Do they have any confidentiality policy at all?

For example, if a student shares with the counselor that she's bulimic, do they have the right to share this information with her teachers or other school staff, especially if it could potentially harm her future reputation? How much right do public schools have with personal information?School is legally considered to serve the role of the child's parent while the child is at school. They are definitely allowed to share with teachers, if they think that teachers need this information in order to help look out for the child's welfare. They are allowed to pass the information on to parents or others that they deem necessary.

On the other hand, parents are often upset that schools find out such information and don't always let the parents know. Sometimes school officials keep quiet when they shouldn't.How much right do public schools have with personal information? This is a counselor and if they are told something in private, this is suppose to be kept private, otherwise they are going against the rights of the student.
